The scheme is implemented by the Urban Local Bodies in all towns other than Srinagar and Jammu Cities for providing basic civic amenities in the towns. The scheme is implemented through the Municipal Councils/Committees and the funds are routed through the Directors of Urban Local Bodies Jammu and Kashmir. The other scheme with same objectives known as Urban Dev Scheme (UDS) is a District Sector scheme and administrated by the District Development Commissioners.
